DECLARATION BEFORE STARTING THE PROCESS
STUDENT DECLARATION
The Canadian University Application Centre (CUAC) was founded in Toronto, Canada in 1997 with two objectives:
1. To give accurate public information to international student prospects abroad, and
2. To guide qualified international students through the process of gaining admission to the most appropriate academic program, institution and location, through to arrival in Canada.
Our core philosophy is to tell any student up front if there is too small chance to get academic admission, or to get a Study Permit to Canada so that the student can consider options in other countries or at least other options that CUAC can’t help with.
To have a successful process the CUAC works very closely with students, and often their families or other sponsors. The CUAC requires students to diligently follow all instructions carefully, including any checklists of tasks to do.
It is also important to the process that we work very closely with Canadian educational institutions to make all aspects of the process as reliable, fast, and efficient as possible. Please note that despite our best efforts, educational institution policies or procedures may change from time to time. We do our best to update any changes as fast as possible.
The policies or procedures of Canadian national or provincial and territorial government authorities may also change from time to time and this is also out of our control.
Below is a summary of student responsibilities. You will see the use of italics to explain the purpose of some of the procedures that we follow.
A. General Procedures and Communications
1. I confirm that I am authorizing the CUAC to oversee my application to one or more Canadian education institutions.
2. I confirm that I will answer all questions faithfully and truthfully and provide genuine documentation at all times. The CUAC may terminate the relationship with the student if there is evidence of inauthentic documentation.
3. I confirm that I will strictly follow the step-by-step requirements including any checklists provided to me by the Canadian University Application Centre (CUAC) to complete throughout the process.
4. I confirm that where necessary I will verify for any institution that CUAC is my application representative.
5. I confirm that if I fail to conform to any requirement of the institution or of CUAC then CUAC can report this failure to any institution to which I have applied for admission. I understand that this reporting may lead to the termination of my application or the cancelling of any offer of admission.
This is important to maintain and protect the systems in place that are intended to benefit all students and ensure that deserving students are not harmed by mistakes or bad conduct caused by others.
6. I confirm that it is my responsibility at all times to keep the local CUAC office informed of my plans including:
(i) Acceptance or decline of any offer of admission,
(ii) Transfer of funds related to tuition or other financial deposits or refunds, and
(iii) Travel planning and logistics.
This is important because seat allocation for each program is carefully planned by institutions and changes must be registered and recorded quickly.
This is also important to make sure the proper arrangements are ready in Canada for your arrival.
The CUAC will do its best to assist with mobile phone and banking facilities and other preparations for travel.
7. I understand that CUAC in most instances will respond to questions within two business days. There will be instances where the question requires a reply from the institution and CUAC cannot control the timing of these responses.
8. I will do my best to respond to CUAC requests for information as quickly as possible and ideally within 24-48 hours. I understand that I may contact CUAC during business hours and according to the protocols of that particular office.
9. I confirm that for any questions pertaining to my application to any institution that I will ask the local CUAC office handling my process and not ask the institution directly.
This process is important to (1) ensure the institutions’ own efficiency is preserved and that multiple people are not contacted when only one is needed and (2) to prevent gaps in communication or miscommunications where the campus staff or CUAC staff are missing some important information or other.
10. The Canadian Human Rights Act protects any person from discrimination when based on one or more grounds of discrimination such as race, religion and sexual orientation. All our staff strictly honour this in our service to the public around the world.
11. CUAC staff equally expect at all times to be treated with complete respect and politeness. Anything to the contrary may lead to termination of CUAC services. I confirm that any such incident may be reported to any CUAC institution to whom I have applied.
B. Financial Matters and Tuition Fees
12. I understand that many institutions, when making offers of admission, require tuition deposits or deposits for other fees. Wherever possible, CUAC will communicate these requirements at the beginning of the process. I confirm that I will follow all requirements of admission. I further confirm that I will follow the rules regarding where refunds may or may not be possible.
This requirement is for institutions to confirm their enrolments in order to plan their class sizes and professor assignments. In many instances the CUAC will also recommend a higher tuition deposit.
This is to enhance the ability of a student to demonstrate to Canadian authorities that there is the financial capacity to satisfy the Study Permit requirement.
13. I confirm that if I pay my tuition fees in advance and apply for a Study Permit to Canada, if I am refused my Study Permit, then any tuition fee refunds will be according to the rules of the institution to which I paid my fees. I understand that proof of my Study Permit refusal will be required for this purpose unless otherwise specified at the time of making the deposit. CUAC will facilitate the refund but has no control over the rules governing refunds.
14. I authorize the institution from which I have accepted its offer to verify any detail with Canada Immigration or any Canadian government authority including whether or not I have received a study permit for Canada.
15. I confirm that payments for tuition or other deposits to any educational institution are to be made directly to the institution. The CUAC cannot receive or make payments for these purposes.
16. I confirm that CUAC has made me aware that it has direct relationships with leading global banks with branches across Canada, as well as with other financial institutions, and that the CUAC can facilitate tuition or other deposits through these companies. I understand that the CUAC can arrange for me to arrange Guaranteed Investment Certificates (GICs) at authorized Canadian banks for the purpose of demonstrating my financial support to Canadian immigration authorities. I confirm that I will carefully follow CUAC step-by-step advice should I wish to take advantage of these opportunities.
17. I confirm that I understand that a primary condition of a Canadian Study Permit is to register and pay for full-time studies and to be able to afford tuition and all other expenses throughout the period of my study. I understand that if I cannot make the necessary tuition or other payments to the institution in which I am enrolled that it may refuse to admit me into any courses and it may be required to report my non-attendance to Canadian government authorities which may then take legal action.
This is important as instances of such abuse alarm the Canadian authorities and can make opportunities to study in Canada more difficult for other students especially from a similar national profile.
18. I confirm that I understand that a primary condition of a Canadian Study Permit is to register and pay for full-time studies and to be able to afford tuition and all other expenses throughout the period of my study. I understand that if I cannot make the necessary tuition or other payments to the institution in which I am enrolled that it may refuse to admit me into any courses and it may be required to report my non-attendance to Canadian government authorities.
19. I confirm that I understand that the Study Permit decision is made by Immigration Canada alone and neither the institutions nor CUAC have any influence over the decision or how long the decision may take to be made and communicated.
C. Academic Matters
20. The CUAC will ensure that applicants for any program are screened so that they have competitive qualifications and submit everything required to maximize the likelihood of admission. The CUAC makes no guarantee of an offer of admission. This decision is entirely up to the program the student has applied for.
21. I confirm that I understand that an offer of admission may be conditional on one or more academic factors including satisfying English proficiency requirements or upon various academic requirements.
22. I understand that if these academic conditions are not satisfied then my conditional offer of admission may be cancelled, such as for academic requirements that are not completed after the conditional offer of admission is made.
23. I confirm that if I would like to seek to defer any offer of admission, I will promptly advise the CUAC office handling my application and that the CUAC will make its best efforts to confirm a deferral to the next available session should I seek to do that. I confirm that I understand that a deferral may require an application form and an application fee and if it is not granted, I may have to reapply and pay a new application fee to qualify for a new session/year.
24. I confirm that if I wish to decline an offer of admission or to cancel the acceptance of an offer of admission, I will inform the CUAC immediately.
25. I understand that if I do not notify the CUAC office (as instructed above) that I will not be attending for the session and year specified in my admission, that the institution or CUAC office may confirm my non-attendance at the institution to Canadian immigration authorities.
The purpose of the above provisions is that each offer of admission is precious and that each institution only has a fixed number of seats for any semester and must plan its proper class sizes. Confirming for a seat and not giving enough notice that the student cannot attend can mean another student waiting for a seat loses out on the opportunity.
D. Release of Information
26. I hereby permit CUAC or its delegates to verify any representation that I have made to it regarding academic or financial institutions. This includes without limitation any academic or financial representations including with regard to financial and employment status of any sponsor, whether in my home country or any country.
27. I confirm that I am in receipt of a copy of this declaration.
